College Alaska Public Records

College public records are maintained by the Fairbanks North Star Borough, the University of Alaska Fairbanks Police Department, and the Alaska Court System. College is an unincorporated Census Designated Place (CDP) within the FNSB, best known as the home of the University of Alaska Fairbanks campus. Because College has no city government of its own, borough offices and state agencies hold most public records. This page explains how to access borough records, campus police reports, property information, and court filings for the College area.

FNSB Records for College Residents

The Fairbanks North Star Borough serves as the governing authority for College. The Borough Clerk's Office at 907 Terminal Street, Fairbanks, AK 99701 handles public records requests for the entire borough, including College. The main phone is 907-459-1000, and the borough website is at fnsb.gov. The FNSB provides a fillable PDF request form that covers 18 borough departments, from Assembly and Clerk to Public Works, Community Planning, and Natural Resources Development.

The borough operates under the Alaska Public Records Act (AS 40.25.100). Standard response time is 5 working days. Extended responses of up to 15 days require written notification and Chief of Staff approval. If production requires more than 5 staff hours in a calendar month, the borough bills at actual personnel costs. The first $5 of copies per person per month is waived. After that, letter-size copies cost $0.25 per page and larger formats cost more.

The University of Alaska Fairbanks Police Department (UAFPD) provides law enforcement on and around the UAF campus in College. The department is at 1788 Yukon Drive, Fairbanks, AK, phone 907-474-7721. If an incident happened on the UAF campus or nearby campus properties, the UAFPD holds those records rather than the Fairbanks Police Department or State Troopers.

The UAF Police Department publishes a Daily Crime Log at the department office. The log shows incidents from the past 60 days that occurred on campus or in areas the department patrols. This is a required disclosure under the federal Clery Act, which applies to all colleges and universities that receive federal financial aid. The log includes the nature of the incident, date reported, date and time the crime occurred, general location, and disposition of the case.

The UAFPD also publishes an Annual Security Report under the Clery Act. This report includes campus crime statistics for the most recent three calendar years, covering categories like criminal homicide, sexual assault, robbery, aggravated assault, burglary, motor vehicle theft, arson, and arrests for liquor law, drug law, and weapons violations. The statistics cover crimes on campus, in campus residential facilities, in non-campus buildings, and on public property adjacent to the campus.

Note: For incidents that occurred off campus in unincorporated College, the Alaska State Troopers are the correct agency for records, not UAFPD.

College Area Property Records

The FNSB property search system at propertysearch.fnsb.gov covers all parcels in the borough, including those in the College CDP. You can search by owner name, property address, PAN (Property Account Number), parcel number, subdivision name, or legal description. Results show ownership data, legal description, assessment values, exemptions, tax payment history, and physical characteristics like square footage and year built.

The Assessing Department is at 907 Terminal Street, Fairbanks, AK 99701, phone 907-459-1428. Many properties in the College area are owned by the University of Alaska system and may have different tax treatment than private parcels. University-owned land is generally exempt from property tax, so the property records for those parcels will reflect that status.

Court Records for the College Area

College area court records are at the Rabinowitz Courthouse, 101 Lacey Street, Fairbanks, AK 99701, phone 907-452-9251. This is the Fourth Judicial District facility, handling both Superior and District Court matters for Fairbanks and the surrounding borough including College. Superior Court handles felony cases, civil matters over $100,000, probate, and domestic relations. District Court covers misdemeanors, civil cases up to $100,000, small claims, and traffic violations.

CourtView at courts.alaska.gov provides online access to Fairbanks court records and all other Alaska courts. You can search by party name, case number, or citation number. The system shows case type, filing date, status, and hearing dates. Certified copies require contacting the court clerk. The request form for Fairbanks trial courts is TF-311 FBKS. Fees are $10 for the first certified copy and $3 for each additional copy of the same document.

The Alaska Court System notes that CourtView is a public service and should not be relied on as the sole source for official records. Some cases are removed from public online access under Administrative Rule 40(a), including juvenile matters, sealed cases, and cases dismissed under certain conditions set by AS 22.35.030. For those cases, contact the courthouse clerk directly.
